WASHINGTON, April 29 (Reuters) - The Environmental Protection Agency will decide "fairly soon" on whether to grant temporary waivers that California and New York have requested from cleaner-burning summer gasoline standards, EPA assistant administrator Jeffrey Holmstead told Reuters on Thursday.
