BRUSSELS, Feb 27 (Reuters) - The European Commission said on Friday it was hopeful that there would be news "very soon" of a decision on France's plan to lend 6 billion euros ($7.6 billion) to its ailing carmakers. The EU executive, which monitors state aid in the 27-member bloc, is now scrutinising the French scheme and another car aid plan from Spain.
