BERLIN, June 1 (Reuters) - Owners of automobiles running on diesel fuel will receive 300 euros ($386.2) to add a diesel filter, while anyone who buys a car without such a filter as of 2007 will be penalised, according to a draft government paper obtained by Reuters.
