MOSCOW, Sept 28 (Reuters) - Russian state arms exporter Rosoboronexport may sell up to 20 percent in Russia's biggest carmaker, Avtovaz , to billionaires Alexei Mordashov and Alisher Usmanov, a company source said on Friday.
