VIENNA – OAO Severstal-Avto, the Russian manufacturer that controls one engine factory and two vehicle plants, has reached an agreement with Fiat Auto Spa to produce Fiat Ducato light-commercial vehicles at a new facility in Elabuga, Tatarstan.
