Shell Oil Co. has paid $1.8 billion to buy Penzoil-Quaker State Co. The move will give Shell a motor oil brand to replace the Havoline brand, now shared with Chevron Texaco, when the Havoline name becomes the exclusive property of Chevron in 2003. The purchase of Penzoil-Quaker State also gives Shell more than 2,100 Jiffy Lube oil change outlets in the U.S.
