PARIS – Undisclosed “technical constraints” are delaying Renault’s plans to produce electric-vehicle batteries in France.

The battery plant, located in Flins where the Renault Zoe electric car will be assembled, was scheduled to open in 2012. But the union tells French reporters battery production has been pushed back ...
