Beijing's vehicle license plate lottery selects the first 17,600 winners who gain the right to buy a vehicle in China’s capital city. Beijing is limiting new registrations to 240,000 vehicles this year in an effort to bring traffic gridlock under control. Last year, sales of new vehicles in the city topped 800,000 units.
