While GM's capitulation grabs most of the headlines, it was not an entirely one-sided affair. The UAW agreed to hold its members to a performance benchmark for scrap and errors, including only 25 parts-per-million returned; 95% uptime on equipment; and 100% on-time delivery. The Flint complex is operated by GM's Automotive Components Group Worldwide (ACGW), the major supplier to assembly plants operated by its separate North American Operations (NAO). Similar programs at other ACGW plants saved $4 billion between 1991 and 1994.
