TOKYO, Feb 23 (Reuters) - Japan's Nikkei average is likely to fall on Monday, with financial shares seen under pressure after the U.S. Dow industrials ended at a 6-1/2-year low on fears the U.S. government may be forced to nationalise some big banks.
