KUALA LUMPUR, July 1 (Reuters) - Malaysian state energy firm Petroliam Nasional Bhd (Petronas) [PETR.UL] expects to complete construction of a base oil plant at its Malacca refinery by 2008, the Star newspaper reported on Saturday.
