WEVTU has obtained a prepublication copy of the National Research Council's (NRC) 217-page report “Modeling Mobile-Source Emissions,” which criticizes some of the Environmental Protection Agency's (EPA) emissions programs and measuring techniques. For instance, the NRC report states, “Studies of the (EPA) MOBILE model suggest that its ability to accurately assess the effectiveness of various very expensive programs, such as oxygenated fuels and inspection and maintenance (I/M), is poor.” ...
