Russia to lure Toyota, Nissan with new rules

MOSCOW, April 20 (Reuters) - Russian Industries Minister Viktor Khristenko will meet Japanese carmakers Toyota and Nissan this week to lure them into opening assembly plants in the country with an offer of new lower duties.
