NEW YORK, Dec 22 (Reuters) - Bankrupt Rouge Industries Inc. said Russian steelmaker Severstal submitted the highest bid for Rouge's assets, valued at about $285.5 million, trumping United States Steel Corp. in an auction on Saturday.
