UPDATE 1-Astraconsiders issue to raise up to $100 mln

JAKARTA, Sept 19 (Reuters) - Indonesia's indebted auto giant PT Astra International said on Thursday it is considering raising up to $100 million through a rights issue this year as part of its debt restructuring efforts.
