(Adds quotes) BERLIN, Dec 19 (Reuters) - Germany said on Wednesday that European Commission proposals to force down emissions of carbon dioxide (CO2) by cars were "wrong" and "harmful" as they put a one-sided burden on German makers of larger cars.
