UPDATE 1-GM to shut Portugal plant by Oct. 31 if no cuts

LISBON, June 23 (Reuters) - U.S. automaker General Motors will shut its assembly plant in Portugal by Oct. 31 if talks with workers and the government do not lead to lower production costs, a GM spokesman said on Friday.
